Halloween falls on a Saturday this year, so Tokyo is going to be busy. The good news: the city has two big, organised ways to celebrate, one in costume and one all night with art. The not-so-good news: one of them needs tickets, and the famous Shibuya street party is something the ward is actively asking people to skip. Here's how to plan the weekend of Oct 30 – Nov 1.

Book now: Ikebukuro Halloween Cosplay Fest
If you want to dress up, this is the place. Ikebukuro's cosplay festival is one of the city's biggest organised Halloween events, with a stage, parades and a whole neighbourhood full of costumes. Unlike a street party, it has rules and tickets, which is exactly why it works.
1 Ikebukuro Halloween Cosplay Fest 2026
The daytime festival runs across the East Exit side of Ikebukuro. You need a cosplayer ticket to take part in costume and a photographer ticket to shoot as a photographer. A general one-day ticket is ¥2,980 in advance or ¥3,480 on the day; a premium one-day ticket is ¥3,980 in advance (as of Oct 2026). Tickets are sold on e+, and quantities are limited.
- Day-of tickets go on sale at midnight on each event day, but if a category sells out in advance, there are no day-of tickets for it (as of Oct 2026).
- Want to shoot and dress up? You need both tickets.
- Kids: there's a ¥500 kids' cosplay ticket for elementary age and under, cash on the day (as of Oct 2026).
- Just watching? The official ticket page only lists cosplayer and photographer tickets. Read the rules page before you go, especially if you plan to take photos of people.
- Changing rooms are sold separately through the official partner. Please don't change in station toilets; it's a real nuisance for everyone else.
2 Ikehalo Night at Sunshine City
The Friday night opener is for adults only: you must be 18 or over, and high school students can't enter. It's a good way to see the costumes before the weekend crowds arrive.
All night, free: Roppongi Art Night
3 Roppongi Art Night 2026
For the first time in three years, Roppongi's art festival runs all night. About 60 programmes spread across the district, with a focus on France this year: trampoline performance, balloon installations and a big cardboard structure built with local residents. Entry is free, but some programmes and museum exhibitions charge a fee. Some works stay up until Nov 8, so you can come back in daylight.
This is the grown-up Halloween option: no costume needed, last trains don't matter if you stay until morning, and the crowd is there for the art. Wear comfortable shoes: the programmes are spread across the whole district.
Shibuya: why you might skip the scramble
4 Shibuya Station area
Shibuya's message this year is "Goodbye Bad Halloween." Street drinking around the station has been banned year-round since October 2024, and on Oct 31 the ward has asked dozens of nearby shops, convenience stores included, to stop selling alcohol in the evening. Expect security guards, closed smoking areas, some road closures and a fenced-off Hachiko. Shinjuku also restricts street drinking in parts of Kabukicho on Halloween night.
You can still go to Shibuya for dinner or a bar booked in advance. Just don't expect a street party, and don't plan to drink outside.
Stay safe
- Crowds move fast. If a street packs up, step into a side street and wait. Don't push toward the centre.
- Keep your phone and wallet zipped. Busy nights are good nights for pickpockets.
- Costume props: leave realistic weapons at home. Event rules and the police take them seriously.
- Last trains run around midnight. Check yours before you go out, or plan to stay until the first train.
- Lost or in trouble? Look for a koban (police box). Emergency numbers: 110 police, 119 ambulance.
How to plan the weekend
- Fri Oct 30: Ikehalo Night (18+) in Ikebukuro.
- Sat Oct 31: cosplay in Ikebukuro by day, then Roppongi Art Night from 17:00.
- Sun Nov 1: second cosplay day, or sleep in and catch the Art Night installations in daylight.
- Bring a bag for your costume and coin-locker money. Lockers near big stations can fill up early on event days.
Words that work
- 写真を撮ってもいいですか? (shashin o totte mo ii desu ka?) — May I take your photo?
- 更衣室はどこですか? (kouishitsu wa doko desu ka?) — Where is the changing room?
- 終電は何時ですか? (shuuden wa nanji desu ka?) — What time is the last train?
Tokyo's cosplay culture runs on a quiet deal: you can wear anything, but you ask before every photo and you change in the right place. Follow the deal and people will happily pose for you all day.
